In the conditions of a full-scale war and economic challenges in Ukraine, an important step towards consolidation of efforts has been made business, scientific community and experts in the field of legal support of economic processes. Ukrainian Union of Industrialists and Entrepreneurs (USPP), National Association of Lobbyists of Ukraine (NALU) and State institution “Institute of Economic and Legal Research named after V.K. Mamutov of the National Academy of Sciences of Ukraine” officially sealed their intentions by signing Memorandum on partnership and cooperation.
The ceremonial signing took place with the participation of the President of the USPP Anatoly Kyrylovych KinakhChairman of the Board of NALU Oleksiy Anatoliyovych Shevchukand the Director of the State University “IEPD named after V.K. Mamutov of the National Academy of Sciences of Ukraine” Volodymyr Anatoliyovych Ustimenko.
Consolidation of forces for the sake of the formation and development of the institute of transparent lobbying and the economy of Ukraine
The subject of the Memorandum is the consolidation of the Parties’ efforts and capabilities in relation to scientific and legal support for the development of the lobbying institute and establishing long-term partnerships. This partnership should become a solid foundation for civilized and transparent implementation of lobbying mechanisms in Ukrainewhich is a key element of a modern democratic and market economy. Improvement of this institution is critical to ensure effective communication between business, science and government, especially when forming strategic decisions for post-war recovery.
“Today in Ukraine there is a decline in the efficiency of all state institutions and an increase in dependence on external sources of funding. Therefore, the signed memorandum aims to unifying the efforts of the business community, scientists and professional lobbyists, lawyers, analysts to restore the state’s institutional economic capacityfor a more effective reconstruction process”, – noted the President of the USPP Anatoly Kinakh.
The Ukrainian Union of Industrialists and Entrepreneurs, which has its history since February 15, 1992, is one of the most powerful public associations in the country, uniting representatives of large, medium and small businesses.
Joint steps for implementation and development of lobbying institute
Cooperation between business and political circles is a generally accepted practice in the world, and Ukraine is only at the beginning of this path.
“Lobbying should become a profession in Ukraine with appropriate entry into the registers and development of qualification requirements. It is mandatory to fully train and improve the qualifications of lobbyists, to borrow international experience” – emphasized the Chairman of the Board of the National Association of Lobbyists of Ukraine Oleksiy Shevchuk.
Cooperation of USPP with scientists of State University “IEPD named after V.K. Mamutov of the National Academy of Sciences of Ukraine” and experts of NALU is critically important for:

The parties agreed to supplement the signed Memorandum work planwhich, in particular, will provide for:
Presentation of the National Association of Lobbyists of Ukraine and the signed Memorandum at the next meeting Anti-crisis headquarters for the stability of the national economy in the conditions of martial law, the activities of which are coordinated by the USPP.
Creation of a tripartite expert councilwhich will draw conclusions on legislative initiatives or projects of normative documents that directly affect the interests of business.
Conducting regular training courses regarding the rules and mechanisms of lobbying for Ukrainian companies.
“All measures will be accompanied by a powerful force analytical and informational support from the side of scientists,” added the Director of the State Institution “Institute of Economic and Legal Research named after V.K. Mamutov NASU” Volodymyr Ustymenko.
