The head of the public organization “ZOO Protection” Serhiy Palokhin was found guilty by the court of cruelty to animals, which led to their death. He was sentenced to five years in prison, but the court replaced this sentence with one year of probation.

The investigation incriminated the defendant for keeping two lionesses “in artificially assembled, technically unsuitable and not adapted enclosures.” On November 15, 2025, the animals escaped from their cages and attacked other animals, which eventually died. We are talking about six goats, three falcons, two rams, a deer, an alpaca and a cat.

In addition, lionesses moved through the territory of Khmelnytskyi for some time, which created a real threat to life and health for people.

In general, since 2018, the accused, according to the verdict, rented non-residential premises in which he kept and showed wild animals to visitors for money, in violation of the requirements of the law.

In mid-January of this year, the accused made a plea deal with the prosecutor, which allowed him to avoid prison time. According to her, Palyokhin unconditionally admitted his guilt, sincerely repented and actively contributed to solving the crime. In turn, the court was convinced that the parties concluded the agreement voluntarily.

In addition, Themis ordered the confiscation of two lionesses from the accused, and the transfer of the fox, badger and raccoon dog to the capital charity fund “Saving Wild Animals”.

Separately, the accused must pay UAH 2,200 for the costs of engaging an expert.

We would like to add that Part 3 of Article 299 of the Criminal Code, under which the head of the Khmelnytskyi public organization ZOO Zahyst was convicted, provides for a penalty of imprisonment from five to eight years with confiscation of animals.

We will remind that the owner of the lionesses who escaped from the enclosure was arrested in Khmelnytskyi.
