The Eighth Administrative Court of Appeals issued a decision on December 16, 2025 that upholds the legality of using TruCam laser meters in manual mode.

The court denied the driver of a Hyundai Ioniq car the cancellation of a fine for exceeding the speed limit in the village of Zimna Voda, where he was traveling at 75 km per hour when the speed limit was 50 km per hour. The key conclusion of the court was that the current legislation allows the police to use photo and video equipment not only in automatic, but also in manual mode, and TruCam data is full and indisputable evidence of a crime.
The position of the driver’s protection was based on the statement that the stationary fixation of the device is mandatory according to Article 40 of the Law of Ukraine “On the National Police”. However, the appellate court explained that the law does not contain a requirement for exclusively stationary placement of the meter to give its data probative value. The judges emphasized that the use of a handheld device does not violate the fixation procedure, if the device has the appropriate certification and has undergone periodic verification as a means of measuring technology.
The court paid special attention to the technical reliability of TruCam, noting that the manufacturer uses the AES encryption algorithm. This guarantees the protection of information about the violation from the moment of its fixation and makes it impossible to forge or change video and photo materials. Since the device has a valid certificate of verification and expert opinions of SE “Ukrmetrteststandart”, its data are recognized as completely reliable. This decision effectively deprives drivers of the opportunity to challenge fines based only on the fact that the inspector held the device in his hands, and not on a tripod.
We will remind you that on October 8, 2018, photo and video recording of traffic offenses started in Ukraine. TruCam measuring devices were installed in places of frequent traffic accidents and on accident-prone sections of international highways. The Ministry of Internal Affairs proposed to spend money from fines for traffic violations on video recording systems.
