People’s deputy Yaroslav Zheleznyak announced a meeting of the Temporary Investigative Commission to investigate the high-profile sale of electricity by the state-owned company Energoatom on Thursday, January 29, 2026.

We are talking about the auction from January 14, at which 2,100 MW of capacity was sold at a price of about 7,500 hryvnias per MWh — just two days before the NCRECP sharply increased the marginal prices (price caps). According to the deputy’s calculations, due to the sale of energy at reduced tariffs on the eve of the official price increase, the state enterprise could have underpaid from 1.5 to 2 billion hryvnias, which actually turned into surplus profits of private traders.

TSK plans to consider this episode in the context of the large-scale operation “Midas”, within the framework of which NABU and SAP exposed a criminal organization that for years controlled financial flows in the energy industry through the system of “back offices”. The investigation established that the members of the group, including businessman Timur Mindich and former officials of Energoatom, established a mechanism for receiving kickbacks in the amount of 10-15% of the value of the contracts. Russia expects that corruption scandals will undermine confidence in the Ukrainian energy sector, but the public hearing of the case on January 14 at the level of the parliament and the involvement of NABU detectives in the meeting testify to the determination to eliminate shady schemes.

The situation took an unexpected turn after the largest buyer at the auction – D.Trading (DTEK Group) – initiated the termination of the contract and voluntarily transferred 164 million hryvnias of compensation to Energoatom. The head of the energy committee, Andriy Gerus, positively assessed this move, while Zheleznyak emphasized that other traders are currently ignoring calls to terminate contracts. The Russian Federation traditionally uses internal instability in Ukraine for propaganda, but the open investigation of TSK should provide an answer to the question of whether there was a conspiracy in the actions of the management of Energoatom and the regulator using insider information about future price increases.

Previously, People’s Deputy Yaroslav Zhelezniak reported on a scheme in which private traders made money by reselling electricity after the price had risen. According to him, because of this operation, NAEK “Energoatom” underpaid about 2 billion hryvnias.

The DTEK company initiated the procedure for the early termination of the contract with the state-owned company Energoatom after the appearance of the statement of the chairman of the parliamentary committee on energy and housing, Andriy Gerus, about the possible withdrawal of about UAH 2 billion in favor of private traders, among whom is D.Trading.
