The Verkhovna Rada has taken a step towards changing the mechanism of support for people with disabilities. The corresponding bill was supported in the first reading.

Draft law No. 12209 on the formation of comprehensive social support for persons with limited working capacity was supported by 230 people’s deputies.
The document provides for the creation of the status of “capacity for work” alongside the status of “disability”, and the assessment of capacity for work is integrated into the rehabilitation process.
In addition, the draft law proposes to introduce an individual approach to rehabilitation:
- rehabilitation is based on individual needs, including aids, social services, free medication and retraining;
- assessment of working capacity is carried out after completion of a full course of rehabilitation.
The assessment of working capacity can be carried out remotely, and it will be carried out by independent experts.
In addition, the Council is proposed to increase the amount of payments for people who have temporarily lost their ability to work due to illness or injury, in complex cases they can last up to a year.
A one-time insurance payment in connection with an accident at work will be made regardless of how it affected the victim’s ability to work.
Automatic accrual of insurance payments is provided in the following cases:
- the “permanent total disability” status provides automatic monthly insurance payments with the possibility of adjustment depending on other sources of income;
- the status of “permanent partial disability” provides for support in employment, training or retraining and payments on the condition of active participation in the rehabilitation process;
- persons with the status of “able to work” are considered not to need social insurance support
Earlier, the Ministry of Social Policy prepared a draft law “On universal mandatory accumulative pension provision”. It is proposed to introduce mandatory payment to state or non-state pension funds for both employees and employers.
Recently, the Verkhovna Rada adopted a draft law on the reform of the Accounting Chamber. The number of RP members will now decrease to 11, and international experts will be given priority in the selection process.
