The Council supported the reduction of fines for conscripts for not updating their data

The Verkhovna Rada adopted in the first reading amendments to the Code of Ukraine on administrative offenses regarding mobilization. The Verkhovna Rada adopted in the first reading amendments to the Code of Ukraine on administrative offenses regarding mobilization. It is proposed to reduce the fine for conscripts who have not yet specified their data by 50% to 8,500 hryvnias.

People’s deputy Yaroslav Zheleznyak reported this in Telegram.

According to his data, project No. 12093 was supported by 231 deputies in the first reading.

As noted in the explanatory note, during 2024, more than 6 million conscripted citizens did not specify their personal data. They had to do it through “Rezerv+”, TsNAP or at the TCC.

Failure to specify personal data is an administrative offense for which an administrative penalty is provided – a fine in the amount of 17,000 hryvnias to 25,500 hryvnias.

“So today, the Unified State Register of conscripts, conscripts and reservists does not contain complete information regarding the personal data of a large number of conscripted citizens, which certainly does not contribute to the mobilization processes in the country,” the document says.

The key problem that is proposed to be solved is to provide an opportunity for conscripts, conscripts and reservists to independently apply to the TCC and SP to clarify personal data, while paying a fine of 50% of the minimum amount determined by the relevant article of the Code of Administrative Offenses for the committed administrative offense.

The changes proposed by the project will provide an opportunity for citizens who have not clarified their data without valid reasons to pay 50% of the minimum sanction of the article (8,500 hryvnias) by independently initiating the process of considering the case and imposing a penalty through “Reserve+”.

“Since it is assumed that the clarification of personal data will be a prerequisite for economic booking and the use of other important functions of the Electronic Cabinet, it is expected that a large number of conscripted citizens will take advantage of this opportunity,” the message reads.

As reported, July 16, 2024 was the last day when men could update their data in the required time frame.

4,690,496 conscripted Ukrainians managed to update their military registration data in the 2 months.

Violation of military accounting rules by conscripts, conscripts, and reservists in a special period (in particular during martial law) should be punished with a fine in the amount of 1,000 to 1,500 tax-free minimum incomes of citizens (from 17,000 hryvnias to 25,500 hryvnias).
