The Verkhovna Rada registered a draft law on taxation of parcels from abroad of any value.
This is stated in draft law No. 12430.
The author of the project is Danylo Hetmantsev, head of the Council’s financial committee (Servant of the People faction). Among the co-authors are his colleagues from the ruling party – Maryana Bezugla, Maksym Buzhanskyi and others.
The text of the draft law “On Amendments to the Customs Code of Ukraine on Bringing the Customs Payment Procedure to the Requirements of EU Council Directive No. 2006/112/EC of November 28, 2006 on the Common Value Added Tax System and to the Law of Ukraine “On Postal Communications “on certain issues of international postal exchange” is not currently available.
However, earlier Hetmantsev explained the essence of the project in detail.
Currently, a duty of 10% and VAT of 20% is charged on parcels worth more than 150 euros (for the part that exceeds this price).
Hetmantsev suggests introducing VAT on goods from foreign online stores of any value. A duty will also be charged on the price over 150 euros.
They also want to introduce VAT on ordinary parcels from an individual to an individual more expensive than 45 euros. That is, if, for example, a relative or acquaintance abroad sends you a parcel worth more than 45 euros, you will need to pay +20% VAT.
In addition, the draft laws propose to simplify the administration of VAT and speed up the registration of parcels at customs. For this, the possibility of paying VAT directly by the supplier of goods or the marketplace is introduced.
