Low percentage of delivery: as of September 15, only 81.7% of textbooks for 8th grades were taken to educational institutions.

A new ineffective mechanism: this year, the Ministry of Education and Science has introduced a new accelerated delivery mechanism, which cost the state an additional 8 million hryvnias, but did not show efficiency.

The absence of textbooks for children with OOP: no textbook has been delivered to children with special educational needs, and the agreements for their printing and delivery have not yet been concluded. In particular, the textbooks with Braille were delivered 0 copies.

Ignoring the eastern communities: The textbooks have not been delivered to some eastern communities that are in difficult conditions and need them first.
The Committee urged the Ministry of Education and Science to provide a report on the effectiveness of a new delivery mechanism by November 1, and by December 1 – to submit a plan of action to prevent breakdowns in the next academic year. Deputies also ask the Ministry to inform them on a monthly basis about the delivery of textbooks for children with disabilities.
Earlier, the Ministry of Education reported that it plans to fully reorganize the Institute for the modernization of the content of education (IMZO), which is engaged in examination of textbooks. The reason for this decision is to violate the terms of printing books on average per month. The plans also change the verification procedure.
The Ministry of Education and Science of Ukraine plans to involve artificial intelligence in the examination of school textbooks. Independent experts will also be controlled by the process, and AI will become an assistant in their work.
