The Verkhovna Rada of Ukraine rejected the draft law on the development of financial inclusion in Ukraine. It foresees the emergence of a new type of banks with a limited license.

At the end of September, the National Bank of Ukraine presented a draft law that will allow companies to obtain a limited banking license and will allow to solve the issue of access to financial services in remote, sparsely populated areas, in zones close to military operations, and in liberated territories.
It was planned that a new type of banking institution would appear on the Ukrainian financial market – a bank of financial inclusion.
A limited banking license enables large retail and postal companies that have the competence to serve a large number of customers and branches to create a separate legal entity – a financial inclusion bank, in order to provide financial services to the population and small businesses using the existing infrastructure.
According to the calculations of the World Bank, the level of financial inclusion – coverage of the population with financial services – in Ukraine in 2021 was 84%, which is 11 percentage points higher. less than the target of 95%.
At the same time, in order to ensure focus on individual clients and small businesses, financial inclusion banks will be limited in conducting operations with other customer segments (medium and large businesses) and operations on capital markets. There will also be restrictions on the total amount of credit that can be provided to one borrower.
As a reminder, from December 4, 2024, JSC “Ukrposhta” will start paying pensioners and people with disabilities under the “Winter is Support” program.
Earlier it became known that Ukrposhta announced a tender for the purchase of 880 electric scooters for couriers, which will improve delivery efficiency and environmental friendliness of services. The project is financed by loans and a grant from the EBRD and the European Investment Bank. Suppliers have until December 8, 2024 to submit their proposals through the ECEPP system.
