He announced this during an event on the occasion of the Day of Diplomatic Service Employees.
According to Stefanchuk, the working group was headed by the first deputy speaker of the Verkhovna Rada and head of the “Servant of the People” faction Oleksandr Kornienko. It included representatives of all factions and deputy groups, civil society and the Central Election Commission.
“This is a professional working group that will work out the document that will make it possible to hold not just elections in Ukraine, but safe democratic elections that will be trusted all over the world,” said the head of the Verkhovna Rada.
He clarified that the working group will work out all the nuances of applying the Election Code, taking into account the conditions of war. In particular, it concerns the issue of voting by military personnel and their right to be elected, the participation in elections of millions of Ukrainians abroad, the possibility of voting in temporarily occupied territories, as well as the presence of foreign observers.
“On each issue, there are a number of pros and cons that need to be worked out, the best world experience should be taken, and Ukraine should be offered a new law that will be used once only for these elections. And I hope that we will move to the platform that is provided for by the Constitution, in the Election Code, and we will move along this path,” Stefanchuk added.
At the same time, the speaker of the parliament emphasized that it is currently unknown when the elections can be held and under what conditions. “I would not like to start this discussion now,” he concluded.
In addition, the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, said that the new law on elections in wartime will be one-time and designed to solve a number of complex issues.
The Verkhovna Rada is forming a working group for the operational study of the possibilities of conducting presidential elections of Ukraine during wartime.
The upcoming elections in Ukraine may become the most expensive in the entire history of independence. According to preliminary estimates of the Central Election Commission, their value may reach about 20 billion hryvnias — ten times more than in 2019.
