The Verkhovna Rada of Ukraine appealed to the heads of state, parliaments and governments of the democratic countries of the world, as well as to the International Paralympic Committee, with a call to ban the participation of athletes from Russia and Belarus in international sports competitions.

As noted, on December 18, 2025, the parliament adopted a general resolution on the relevant appeal (registration number 14204).
In a document, the Verkhovna Rada calls on democratic states and the International Paralympic Committee to review the decision of the IPC General Assembly of September 27, 2025, as well as to restore the complete ban on the participation of Russian and Belarusian athletes in all international sports events, including the Paralympic Games.
Separately, the appeal emphasizes the need to protect the principles of humanism, justice, human rights and the inadmissibility of war as a means of interstate relations, on which the international Paralympic movement is based.
In addition, the Ukrainian parliament called for a decision to restrict the entry of athletes and delegations of aggressor states to democratic countries until the complete cessation of Russian aggression and the restoration of Ukraine’s territorial integrity.
Minister of Youth and Sports Matviy Bidny sharply reacted to the IOC’s decision to allow Russian and Belarusian athletes to participate in youth competitions under their national flags. He stated that this fits into the general trend of global pressure and manipulation by Russia.
