The State Bureau of Investigation found out that the company, which is suspected of supplying low-quality mines to the front, had no experience in the production of such ammunition and manufactured only plastic cases, ordering explosives from third-party suppliers.

According to the investigation, the enterprise received multibillion-dollar contracts from the Ministry of Defense of Ukraine, although it did not have a production cycle for the production of anti-personnel and anti-tank mines. To show their ability, the company’s managers artificially inflated financial indicators, transferring funds between related structures.
During the execution of the contracts, the company produced only plastic mine casings, while other components and explosives were purchased from third-party suppliers. The military was offered to sell explosives directly, but the company refused. In the period 2022–2024, the company had the opportunity to fulfill the order, but did not supply shells in the required volumes.
The first complaints about mine failure were received at the end of 2024. In January 2025, experts discovered a discrepancy in the weight of mines, and in March the acceptance of products was suspended. Comprehensive examination of the SBI confirmed that the delivered mines could not be used as intended: the explosives did not correspond to the chemical composition, and the defects were not related to detonators of third-party manufacturers.
According to the investigation, the company caused more than UAH 2.9 billion in losses to the state. Some of the low-quality mines still got to the front. Lawsuits have already been filed against the enterprise for reimbursement of fines for the supply of low-quality products and late execution of contracts.
