The Chairman of the Council of Prosecutors of Ukraine, Ruslan Romanov, announced a targeted information campaign and attempts at manipulation around the formation of a competitive commission for the selection of the leadership of the Specialized Anti-Corruption Prosecutor’s Office. According to him, criticism of the appointment of individual members of the commission, in particular lawyer Oleksiy Shevchuk, is subjective and ignores legal requirements.

Romanov emphasized that Prosecutor General Ruslan Kravchenko acted strictly within the law, and any demands to cancel the appointment without legal grounds are a direct interference in his independence.
According to the chairman of the Council, the selection procedure was as public as possible, but public activists and lawyers did not show proper interest in participating in the competition. Only four candidates, including Oleksiy Shevchuk, submitted their documents by the deadline. Romanov suggested that the low activity of the public sector may be related to the fear of the need to declare property and take on real responsibility. He emphasized that the law does not provide a mechanism for recalling a member of the commission due to media resonance, but only on clearly defined grounds, such as a personal statement or health condition.
The scandal erupted after a number of leading public organizations (CPC, Avtomaidan, DEJURE) and the media called on the Prosecutor General to replace Oleksiy Shevchuk. The Council of Prosecutors warned that any illegal personnel changes would lead to lawsuits and block the work of the commission for an indefinite period.
In response to questions from the public and the media regarding the process of formation of the Competition Commission, which selects candidates for administrative positions in the Specialized Anti-Corruption Prosecutor’s Office (SAP), the Council of Prosecutors of Ukraine and the Prosecutor General explained the course of events and the procedure of actions of the prosecutor’s office.
Oleksiy Shevchuk, the spokesman of the National Association of Lawyers of Ukraine, stated that he and his family received direct threats to life and health related to his appointment as a member of the commission for the selection of prosecutors of the Specialized Anti-Corruption Prosecutor’s Office (SAP).
