The Council of Europe Development Bank (BRR) will provide Ukraine with € 50 million to finance the privileged mortgage program for families of internally displaced persons.

“The Ministry of Development will sign a framework agreement for 50 million euros with the Bank of Development of the Council of Europe (BRRE) to finance the program of preferential mortgage lending of internally displaced persons. These funds will allow about 1,100 IDP families available housing already during 2025, ”the message reads.
This is the second stage of cooperation of Ukraine with Brre within the project “Residential premises for internally displaced persons”. The new agreement will open up opportunities for further scaling of the program.
Borrowers among IDPs will be able to receive loans for housing at a permanent rate of 3% per annum for up to 30 years with a minimum first contribution of 6% of the cost of their chosen housing.
The program will be implemented by the Ministry of Community and Territories in partnership with the State Youth. The Ukrainian delegation, approved by President Vladimir Zelensky, is preparing the agreement.
In addition, Ukrainian displaced persons who have lost their housing through war are actively using the State Education Program.
Also in Ukraine, they have expanded the capabilities of the Equation Program, allowing the owners of land to build a new house instead of the destroyed.
