The CEC stated that the election after the war took time

The Central Election Commission of Ukraine states that the period of renewal of public infrastructure and time is required to hold the elections after the election. This was reported by the deputy chairman of the CEC Sergey Dubovik, reports “Public”.

According to him, the elections after the abolition of martial law will be held in a timely manner. But it is necessary to prepare not only the infrastructure, but to completely reformat the electoral process and adjust it under the post -war realities.

“Changes to the legislation are needed. They would be worth working on them now without waiting for the end of martial law. This also applies to the order of formation of foreign polling stations, in which case additional ones that not only in the post -war elections, ”said Sergey Dubovik.
According to him, it is now necessary to make changes to:

  • voting at foreign sites, because much more Ukrainians remain abroad;
  • Voting in military units, because after the abolition of the martial law, the army will decrease gradually and some people will remain in the army even during the election;
  • technological issues, simplification of individual procedures, completing election commissions, etc.
    In 2022, the CEC emphasized the Verkhovna Rada on changes to the legislation. In 2023, 3 working groups were formed together with MPs, says Sergey Dubovik. But now no law has been made to the voting hall.

“We constantly transfer our expert work to employees, state authorities and People’s Deputies of Ukraine, members of the profile committee in order to ensure that they can work out the future laws we expect from them. The public does the same, ”he says.

Without changes to the legislation, taking into account the realities of post -war Ukraine, the number of people in the army and abroad, it is difficult to speak about the terms of elections, says the deputy chairman of the CEC. But, he said, half a year is a “smart” term, if all changes to the election process are taken into account.

Serhiy Dubovik also stressed that in any case, the electoral process will not start simultaneously with the termination of the Russian-Ukrainian war. According to him, even the martial law will not be abolished at once.

“The legislation of martial law has emerged. To terminate it, it will be necessary to amend hundreds of normative legal acts in order not to discuss the process of public administration in the event of its immediate cancellation. Therefore, we will all see this preparatory process, ”he said.

Upon termination of martial law, the CEC has a month to declare the election process.

“There are certain procedures, we are a democratic country and we cannot neglect our own constitution, our own legislative requirements and the quality of the post -war elections,” Dubovik said.
Earlier, the CEC Chairman Oleg Didenko emphasized that preparation for the elections after the end of the war would require more time than established by the current legislation. In order to talk about specific deadlines, it is necessary to pass a law on the peculiarities of the post -war elections.

According to the current legislation, parliamentary elections should take place 60 days after the end of martial law, and presidential – after 90, he stressed.

On March 30, the British edition of The Economist published that President of Ukraine Volodymyr Zelenskyy was preparing for the presidential election in July 2025.

However, representatives of the Ukrainian Government deny the fact of such a meeting and declare that the main priority is currently the achievement of peace, not the organization of elections.
