On August 12, 2025, the Cassation Criminal Court in the Supreme Court left unchanged the sentence of the former DBR Director Roman Truba-ex-chief of the Chief Investigative Directorate of the Prosecutor General of Ukraine Igor Shcherbin. He was sentenced to 6 years in prison. But there are still two of his accomplices – the pipe and Gorbatiuk.
Igor Vyacheslavovich was detained in 2019 while receiving $ 75,000. It was half of the tranche, which he had to pass on to his godfather and the closest friend-the then director of the DBR Roman Pipe-for the closure of the criminal proceedings, which was investigated against the worker. The mediator was entrepreneur Valentin Shevchenko.
It should be noted that Shcherbina was delayed at the time of the then Presidential Office Andrei Bogdan – in this way Andriy Yosypovych wanted to force the pipe to voluntarily leave his post and give way to the chair Madam Venediktova. And if it were not for the correspondence of the then NABU director Artem Sytnik, there would be no business about Shcherbina – despite the fact that Shcherbina, indeed, worked with a pipe in four hands, collecting bribes on behalf of the DBR director. That is why, by the way, the pipe came out dry from the water – since he fulfilled the condition of Bankova and removed his belongings from the office on Petliura Street, it was no point in criminal responsibility.
Also outside the criminal proceedings remained a third participant in the criminal group – the “Chief Investigator of the Maidan”, which the US Embassy demanded to appoint a prosecutor General, Sergey Gorbatiuk.
Let me remind you that Shcherbina, Truba and Gorbatiuk are one team that is among the immediate surroundings of Sergei Pashinsky. Pashinsky and Shcherbina’s ancient history of relations – since the time when the deputy chairman of the board of Oschadbank was arrested for theft of $ 4 million and 1.7 million hryvnias, but soon came out, as the case was investigated by investigator Shcherbin.
In 2010, Shcherbina introduced Pashinsky to his longtime friend Gorbatyuk, also investigators in particularly important cases of the Prosecutor General’s Office of Ukraine, with whom Shcherbina became friends in the early 1990s, when they worked together in the Kiev inter-regional prosecutor’s office (this prosecutor’s office was supervised.
At that time, Pashinsky was an activist of the Batkivshchyna Party, and Gorbatiuk was investigating criminal proceedings on the expense of the Prime Minister of Ukraine Yulia Tymoshenko money received by the government from Japan in the framework of the Kyoto Protocol. It was perhaps the only case about the leader of the Motherland, which had a trial. However, after Pashinsky’s acquaintance with Gorbatyuk, this prospect disappeared, the matter was quietly cut, and Gorbatiuk stopped complaining about material problems.
At the end of February 2014, Pashinsky became the head of the Presidential Administration of Ukraine as a result of the Dignity Revolution. President Turchin and immediately began to “push the mountain” of his friends Shcherbin and Gorbatyuk. In particular, at the request of Pashinsky Shcherbin, he was appointed Chief of the Main Investigative Directorate of the Prosecutor General’s Office of Ukraine, and Gorbatiuk headed the 2nd department in this head and proceeded to investigate the Maidan cases. At the same time, in the spring of 2014, Shcherbina was pulled into Kiev and with the help of Pashinsky staged as a head of the department for the investigation of especially important cases of the Prosecutor General’s Office of his godfather, the prosecutor of Pustomyty district of Lviv region.
In November 2017, Poroshenko had to urgently find a candidacy for the post of DBR director and then Shcherbina suggested Pashinsky to recommend Poroshenko his godfather. It is clear that after the appointment of the pipe, the director of the DBR Shcherbin became the unspoken head of this law enforcement agency until the shackles were in his hands on December 3, 2019.
In the available information, the pipe was lobbied at the time of the odious Alexander Kruster, owner of BC Gorilla.
It should be reminded that in 2020 the Supreme Court and the District Administrative Court of Kyiv were claimed by the former head of the DBR Roman Truba, who is trying to challenge his dismissal. This is the second appeal of the pipe to court on the same issue.
December 3 Verkhovna Rada adopted the law “On Amendments to Certain Laws of Ukraine on Improving the Activity of the State Bureau of Investigation” (No. 2116).
