According to the investigation, the Ministry of Defense Ministry, together with representatives of LLC in August 2022, concluded the State Regulation for the purchase of a wholesale of the wholesale party of weapons – 100 thousand mortar shots.
According to this contract, the Ministry of Defense transferred to the account of the LLC a prepayment of more than UAH 1.34 billion. However, the supplier has delayed the contract, and the necessary weapons to the Armed Forces have not been received.
According to the investigation, the received funds partially transferred to the account of a foreign enterprise, and the other part – to accounts not related to the execution of the contract.
Among the persons involved:
- the former and (then) current heads of the Department of Military Policy, the Development of Weapons and Military equipment of the Ministry of Defense;
- Head and commercial director of Lviv Arsenal LLC;
- Their accomplice is a representative of a foreign company.
The actions of the accused were qualified under Part 5 of Art. 191 of the Criminal Code of Ukraine – the seizure of another’s property in a particularly large size, committed by an organized group. Under this article, he faces from 7 to 12 years in the lattice with deprivation of the right to occupy certain positions or engage in certain activities for a term up to three years and with confiscation of property.
The indictment on five suspects was sent to court for the merits of the case. A representative of a foreign company that is hiding from the investigation authorities was made on the international wanted list.
Earlier, the chairman of the Podnikatelská Druztevní Zálo divesk (PDZ) of Robert Zelenko was found dead in Prague. It was on the account of PDZ, headed by Robert Zelenko, WDG Promet family of the famous Croatian Croatian weapons, Zvonko Zubaka weapons received funds for the purchase of 100 thousand mortar mines and 100,000 tank shots from the Ukrainian Ministry of Defense.
Later, Ukrainian money was withdrawn with PDZ huge amounts of cash. Under the contract of mines, the intermediaries between the Ministry of Defense and the WDG were Slovak company Sevotech and Ukrainian – “Lviv Arsenal”. And the tank shot contract between MOU and WDG was directly concluded.
In total, Zvonko Zubaka received about 15 million euros from Ukraine, but none of the contracts has been fulfilled. As a result, several Ministry of Defense officials and heads of the participating companies were suspicious of the SBU. Ukraine did not formally make any claims to Zubak Zubak.
