The government adopted a resolution postponing the entry into force of acts on the circulation of alcoholic beverages, tobacco products, and liquids for electronic cigarettes in the electronic E-excise system. November 1, 2026 is set as the new date for the mandatory transition to electronic stamps.
Until then, entrepreneurs can order and use excise tax paper stamps, which guarantees the continuity of production and trade. The deadline for returning paper stamps to the seller has been postponed to May 1, 2027.
The Ministry of Finance notes that the continuation of testing the system until October 11, 2026 gives business and the state additional time to prepare for a full launch. In addition, a new print quality standard for the e-stamp has been implemented: the DataMatrix code graphic element can now meet ISO/IEC 29158 grade B instead of the previous ISO/IEC 15415 grade 2.
