At a meeting on December 24, 2025, the Government of Ukraine adopted a strategic decision to stabilize the energy system, unblocking the tender for the construction of 700 MW of new gas generation. This process has remained frozen for the past eight months due to internal conflicts in the energy sector. The new resolution allows the updated composition of the competition commission to approve the results without re-reviewing the documents submitted by the participants as early as the beginning of 2025.
This was reported by the press service of the Ministry of Energy.
The problem arose in April 2025, when the commission actually decided the winners, but the process was halted. Journalistic investigations indicated that ex-minister Herman Galushchenko blocked the approval of the list, as it included companies related to businessmen Tomas Fiala (Dragon Capital) and Igor Mazepa (Concorde Capital), as well as projects supported by the former head of Ukrenergo Volodymyr Kudrytskyi. The official reason for the “pause” was the complaint of the Ukrnafta company to the Antimonopoly Committee, but unofficially it was about the political rejection of the winners by the leadership of the Ministry of Energy.
According to the results of the contest, which is now unlocked, the following objects and companies were among the winners:

Kryvyi Rih Cement PJSC — construction of three facilities with a total capacity of 27.8 MW in the Dnipropetrovsk region;

Agricultural enterprise “Agrodar” — capacity building of 16.1 MW in Chernihiv region and 63.2 MW in Ivano-Frankivsk region;

Price and terms — the average price of the proposals was about 400,000 euros for 1 MW, while the state, through Ukrenergo, guarantees payments for capacity availability within 10 years after commissioning.
Unblocking the competition will allow NEC “Ukrenergo” to sign contracts with investors as soon as possible. This is critical for the creation of shunting capacities that are able to quickly connect to the grid during peak loads or after missile attacks on the main generation. According to the terms of the tender, the new stations must be built and commissioned by the end of 2027, which will provide an additional reserve for the United Energy System of Ukraine.
