The Cabinet of Ministers of Ukraine is launching a war risk compensation mechanism for business, which will cover losses from missile and drone attacks, air defense debris, explosions, shock waves and fires.
This was announced by Prime Minister Yulia Svyridenko, noting that the program will support enterprises that have suffered from Russian aggression.
According to her, companies in the frontline regions will be able to receive compensation for damaged or destroyed property up to 10 million hryvnias. Reimbursement will take place after fixing the losses and submitting documents to PrJSC “Export Credit Agency”.
In addition, a separate mechanism will operate throughout Ukraine, providing for partial compensation of the cost of insurance premiums under insurance contracts against military risks. The model will work according to the principle of the “5-7-9%” program to reduce the tariff for businesses to 1%.
“For example, if an enterprise in the Rivne region insures property for UAH 50 million at a rate of 3%, the state will cover two-thirds of the cost of this insurance – but no more than UAH 1 million per year,” explained Svyridenko.

The Prime Minister emphasized that after the payment of compensation, the state will have the right to demand from the Russian Federation compensation for damages within this amount.
“Business has been demanding this tool since the first months of a full-scale war: without war risk insurance, it is impossible to plan work and recovery,” said Svyridenko, adding that over the past year, the number of attacks on business facilities has more than tripled.
The Government of Ukraine allocated more than 6 billion hryvnias from reserve state fund budget to strengthen defense capabilities and prevent man-made emergencies.
The government has developed action algorithms at the level of regions to limit gas supply.
