The Cabinet of Ministers approved a resolution introducing a new control mechanism for the export of soybeans and rapeseed abroad.

“The Cabinet of Ministers of Ukraine adopted a resolution establishing a mechanism for monitoring the export of soybeans and rapeseed. The document is aimed at ensuring the fair application of exemption from export duties for certain categories of agricultural producers,” the message says.
The new Procedure defines the mechanism of monthly monitoring, which will be carried out by the Ministry of Economy, to check the compliance of the volumes of exported products with the data contained in the State Agrarian Register, regarding the actually grown products.
“If inconsistencies between the declared and actually grown volumes are found, the Chamber of Commerce and Industry of Ukraine is obliged to cancel the expert conclusions,” the message says.
The introduction of such a mechanism guarantees that only those exporters who really grew the products themselves will benefit from the exemption from payment of the export duty.
“The resolution ensures a transparent and fair administration of the export duty relief and the prevention of abuses during the export of soybeans and canola, equal and fair conditions of competition for agricultural producers and support for agriculturists, because only traders, not producers, will pay the duty,” the message says.
“The government’s decision strengthens state control, ensures the targeted receipt of budget funds and contributes to the stability of the agricultural sector,” the message states.
Monitoring allows you to simultaneously support honest producers and guarantee the filling of a special fund for the implementation of key programs for the development of the agricultural sector, the government assures.
In September 2025, a law was passed on the introduction of a 10% export duty on soybeans and rapeseed. Agricultural producers and cooperatives that export products of their own production are exempt from paying the duty. The duty is paid by traders and other exporters who are not manufacturers.
