The Cabinet of Ministers approved the project of long-term free medical examination for veterans

The Cabinet of Ministers of Ukraine approved a joint project of the Ministry of Health, the Ministry of Veterans Affairs and the National Health Service on long-term medical care for veterans of the Russian-Ukrainian war. The program aims to provide continuous care and rehabilitation for defenders who require ongoing medical, psychological or social support due to injuries, trauma or serious illness. The Cabinet of Ministers of Ukraine approved a joint project of the Ministry of Health, the Ministry of Veterans Affairs and the National Health Service on long-term medical care for veterans of the Russian-Ukrainian war. The program aims to provide continuous care and rehabilitation for defenders who require ongoing medical, psychological or social support due to injuries, trauma or serious illness.

This was reported in the Ministry of Health.

  • To whom it applies: Services will be provided to patients whose functional status according to the Barthel scale (independence assessment) is 30 points or less.
  • Financing: Services will be completely free of charge for veterans, as their cost to health care institutions is covered by the National Health Service of Ukraine (NHSHU) from the state budget.
  • Tariff size: The rate for one care cycle depends on the patient’s level of dependence:
    • for patients with high dependence (20 points or less), the tariff is 5,452.52 hryvnias;
    • for patients with moderate dependence (from 21 to 30 points), the tariff is 3,484.30 hryvnias.

The project involves expanding the capabilities of medical facilities in providing a wide range of services, including:

  • Conducting an initial assessment of the patient’s functional status and weekly monitoring.
  • Observation and support of the patient (treatment, examination, preventive examinations).
  • Daily supervision, medication control, prevention of complications and effective pain relief.
  • Ensuring maintenance of hygiene and balanced nutrition.
  • Carrying out supportive rehabilitation, as well as psychological, social and spiritual support.
  • Providing assistance to close relatives regarding the organization of home care.

Currently, NSHU is working on the implementation of the project, developing the necessary documents, after approval of which the selection of medical institutions for participation will begin.

Earlier it was reported that every Ukrainian over the age of 40 will be able to pass once a year for free physical examination . DErzhava will launch the program of this national waiting list from January 1, 2026.
