The Cabinet of Ministers approved two new draft laws regulating social services and insurance benefits for persons with disabilities.
This was announced by the Prime Minister of Ukraine, Denys Shmyhal, during a meeting of the Cabinet of Ministers.
“We strive to achieve European standards of effective rehabilitation, where about half of people after illness or injury lead an active lifestyle again. Today, we approve the social component of this reform,” Shmyhal said.
The Cabinet of Ministers approved two bills regulating social services and insurance payments.
“Payments will depend on the assessment of the state of work capacity. Their amount for people with full permanent loss of work capacity, compared to now, will increase significantly. And for people with partial permanent loss of work capacity, the state will compensate the difference in salary that the person had before the insured event and after returning to work work,” explained the prime minister.
In addition, the proposed changes increase the duration of paid treatment and rehabilitation from 4 months to 1.5 years and protect a person from dismissal for the entire period of treatment.
In this way, the system will become fairer, and the disability status will be preserved. It provides the right to social services, rehabilitation, benefits and employment support. For those who already have a disability, the situation will not change.
“In this way, it is not about changes in any institution, but about the creation of a new philosophy of social support,” the prime minister added.
The meaning of the new approach boils down to three key goals:
- restore human health;
- to give a person a job and the opportunity to support himself and his family;
- to provide a person with such social assistance that he really needs.
“In addition to the actual human dimension, it will also have a socio-economic effect: greater economic activity, a balanced labor market, social stability,” the head of government noted.
Earlier it was reported that the Ministry of Health of Ukraine conducted checks on the validity of the decisions on establishing disability for conscripts of Khmelnytskyi MSEK. As a result, expert decisions in 74 cases were reviewed and canceled.
