The Cabinet of Ministers has approved the rules of work of Duty-FREE stores, for which only citizens who go outside Ukraine or passengers of international flights can sell goods. It is necessary to show your passport document to buy.
This is stated in the resolution of June 25, 2025 No. 741.
According to the new rules, stores should be equipped according to the rules of the Customs Code: to be sealed during non -working hours and opened in the presence of the customs officer. The work schedule should be coordinated with the border guards.
The goods are labeled within three days after placement in the Duty-FREE mode, and in case of mismatch of the application and actual arrival, they description and make an act together with a representative of the customs.
Goods without customs clearance, as well as samples, by pre -order and installment can not be sold.
In addition, the trading room should have an announcement of a ban on the sale of alcohol and tobacco minors.
The cash desks will be equipped with cameras, and all payments are recorded in a check with the cashier and buyer data, primary documents and accounting registers should always be available for checking customs.
According to the document, duty -free stores sell goods, subject to the presentation of a passport document by citizens.
The new rules are intended to strengthen control over duty -free trade, to provide transparency of operations and to prevent abuse, the Cabinet of Ministers noted.
