The Cabinet of Ministers of Ukraine has decided to appoint three new deputies for the Minister of Defense Rustem Umerov.
This personnel strengthening aims to strengthen the management team of the department and ensure more effective response to the challenges facing the Ukrainian army in the conditions of war with Russia.
The first Deputy Minister of Defense was Sergey Boyev. Earlier, he was responsible for international interaction and partnerships within the ministry.
Now Boyev will coordinate the work of all deputies and will be engaged in the formation of a holistic strategy of action to meet the needs of the army, as well as the development of the Future Force model – modern defense forces that jointly develop the Ministry of Defense and the General Staff.
Among its key tasks is to ensure operational interaction between different areas of activity of the defense department.
Mykola Shevtsov was appointed Deputy Minister of Defense for Logistics and Procurement. Before that, he headed the General Directorate of the General Staff of the Armed Forces of Ukraine and already has experience in establishing effective supply and provision of troops at the front.
In the new position, Shevtsov will be responsible for further reform of procurement, close cooperation with the market and producers, as well as for the digitalization of processes and reducing the time required to provide the fighters with everything necessary.
It will work with the defense procurement agency and the state operator to simplify bureaucratic procedures and increase the transparency of supply.
Oleksandr Kozenko became the Deputy Minister of Defense for European Integration. He has education in the field of economics, experience in civil aviation and management positions in international companies. Since November 2023, Kozenko has been an adviser to the Minister of Defense and was responsible for the development of state aviation, and before that he worked as an adviser to the Presidential Office.
Now his main mission is to promote the European integration direction in the department, to deepen cooperation with EU institutions, as well as the adaptation of the Ukrainian defense sector to the EU and NATO standards.
We will remind, in the first quarter of 2025 the Agency of Defense Procurement of the Ministry of Defense of Ukraine concluded contracts in the amount exceeding UAH 200 billion.
We also reported that the Cabinet of Ministers made a decision to dismiss Lieutenant General Ivan Havrylyuk from the post of First Deputy Minister of Defense of Ukraine.
