From November 1, 2025, new rules for submitting applications for postponement of mobilization will enter into force in Ukraine. From now on, TCC (territorial procurement centers) will not accept documents in person.

Until the end of October, conscripts can still apply according to the old procedure – directly to the TCC. However, as of November 1, it will be possible to submit documents exclusively through the “Rezerv+” application or at the Centers for the provision of administrative services.
The Ministry of Defense specifies that if a person applies to the territorial center with documents for a postponement after this date, they will be refused admission and will be advised to use new submission channels.
Digitization of the process and reduction of bureaucracy
As the department explained, the innovation is aimed at simplifying the procedure, reducing queues and reducing the burden on TCC employees. This will also minimize corruption risks associated with paper document circulation.
Changes to reservations and extension of deferrals
From November 1, updated rules for registration and extension of postponements from mobilization will come into force in Ukraine. According to the document, the state will extend some of the deferrals automatically — if the person’s data can be verified through state registries or information that does not change over time.
Thus, some categories of citizens will no longer need to submit applications, collect certificates or personally visit the TCC.
New types of postponement of mobilization will appear in the “Reserve+” application. The Ministry of Defense of Ukraine announced the beta testing of two new types of postponements from military service, which can be issued online.
Previously, an option for parents of children with disabilities appeared in the “Reserve+” application for conscripts. The application makes it possible to issue a postponement with its help.
