Police investigators of the Kherson region reported the suspicion to a Russian policeman who, according to the investigation, tortured a local resident.
The Department of Communication of the National Police of Ukraine informed about this.
“Investigators of the regional police headquarters, under the procedural guidance of the regional prosecutor’s office, qualified the actions of the person involved as brutal treatment of a civilian and the commission of other violations of the laws and customs of war, committed in collusion with other unidentified servicemen and representatives of the security forces of the Russian Federation (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine), – noted the NPU.
Ihor Demianyuk, the head of the investigation department for crimes committed in the context of the armed conflict of the investigative department of the Kherson region police, informed that after the de-occupation of Kherson, the law enforcement officers found that Russian representatives of the law enforcement agencies had created a torture chamber in the occupied premises of the temporary detention center of the regional police headquarters.
“One of those illegally imprisoned there was a man from Kherson who was 44 years old at the time. He told law enforcement officers that on the morning of August 15, 2022, a group of armed Russian soldiers came to his home. They beat the man, and then took him to the premises of the ITT and placed him in one of the holding cells,” the press service said.
According to the police, in the evening the man was taken to one of the offices where there were three Russians who began interrogating the Kherson citizen in order to obtain information about his cooperation with the Defense Forces of Ukraine.
It is noted that not receiving the desired answers to the questions, one of the invaders first hit the man more than 30 times on his body with a rubber baton, then took a grinder and threatened to cut off the Kherson man’s fingers and hands.
“After that, the suspect, in order to intimidate the victim, pointed a gun at him and simulated shooting him. In the end, the Russian attacker inflicted at least 15 blows on the man with a rubber baton. After that, the detainee was escorted back to the cell. The peaceful man from Kherson was in the torture chamber for almost a month,” the report says.
According to the National Police, the victim was kept in unsanitary conditions that were exhausting for the human body, unfit for long-term human stay, he was fed only once a day and he was not provided with any means of hygiene.
The employees of the criminal investigation department of the regional police headquarters identified the identity of the Russian criminal through operational and investigative measures – he turned out to be a 43-year-old Russian police captain who was posted to occupied Kherson in the summer of 2022.
According to the investigation, the person involved is a state inspector of the technical supervision department of the state traffic safety inspection department of the inter-municipal department of the Ministry of Internal Affairs of the Russian Federation “Krasnoyarske”.
Currently, the suspect has been notified in absentia of the suspicion of committing a war crime. He faces 8 to 12 years behind bars. The pre-trial investigation is ongoing.
Earlier, it was identified and reported that a serviceman of the Russian Armed Forces was suspected of violating the laws and customs of war. He tortured a resident of Velika Dymerka during the occupation.
As of June 2024, law enforcement officers have already documented almost 130,000 Russian war crimes in Ukraine. On average, Russians commit 150 such crimes per day.
