The Security Service of Ukraine exposed Russian Major-General Yuriy Zavyalov and his subordinates in creating a torture chamber and kidnapping local residents in Kherson during the Russian occupation.

According to the investigation, in July 2022, at the request of Gauleiter Volodymyr Saldo, the Russian authorities sent a group of war criminals led by Zavyalov to Kherson. He headed the occupation department of the Ministry of Internal Affairs of the Russian Federation in the Kherson region. Together with him, Russian colonels Gennadiy Beryozin and Yuriy Zakavryashin were sent to Kherson, who became deputy heads of the occupation Ministry of Internal Affairs.

Zavyalov and his subordinates organized groups that abducted local residents and took them to a torture chamber headed by senior lieutenant of the Russian police Andrii Spivak. Prisoners were subjected to severe torture, including beatings and starvation. In particular, on Spivak’s order, a 54-year-old veteran of the ATO was tortured to death by electric current.

So far, Zavyalov, Beryozin, Zakavryashin, Spivak and six other persons have been charged in absentia under articles of the Criminal Code of Ukraine regarding violations of the laws and customs of war.
