In Ukraine, people who have reached retirement age but have not gained sufficient insurance for a pension can count on temporary state aid – a social pension. To obtain it, you need to fulfill a number of established conditions.
According to the Law “On Compulsory State Pension Insurance”, in 2025 the requirements for the duration of insurance experience for retirement by age:

For a pension of 60 years, you need at least 32 years of experience for women and men.

If after 60 years of experience is not enough, the right to a pension comes at 63 years in the presence of experience from 22 to 31 years, or at 65 years – with a length of service from 15 to 21 years.
If a citizen does not have even 15 years of official experience, from 65 years he can issue state social assistance instead of a pension – the so -called social pension by age.
The amount of social pension in 2025
In August 2025, the social pension is calculated as the difference between the subsistence minimum for incapacitated persons (UAH 2361) and the average monthly total family income for one person in the last half of the year, but not more than 100% of the subsistence minimum for able -bodied (UAH 3028).
The right to socialensing without sufficient experience is transferred every six months, taking into account the property status and income of the family.
Who can refuse in a social -aid
Payments are not prescribed in the following cases:

The average monthly income of the family exceeds 100% of the subsistence minimum for disabled.

The citizen receives another pension or social assistance, works or has a source of income.

One of the family members spent more than 50 thousand UAH on the purchase or payment of the service per year.

Hidden income, such as renting or keeping livestock, has been identified.

The family member has a second apartment or house, and the housing area exceeds the norm (21 square meters per person + 10.5 square meters per family) or more than one car.
Social assistance can be prescribed even if there are these restrictions, if the family has a person with disabilities. In such cases, decisions are made after the examination of the living conditions of the person.
