The cost of renting social housing, which will appear in Ukraine as part of housing reform, will be determined by two main factors – the social status of the family and its income, which will be carefully checked. In this case, some citizens will be able to receive housing for free.
The chairman of the Verkhovna Rada Committee on Organization of State Authorities and Regional Development, as well as the leader of the Servant of the People, Olena Shuliak told about it.
According to her, the state does not have complete information about how many people are in line for housing, which of them already owns their own home, and who needs help. Inventory and audit will be the basis of residential reform, which starts after the adoption of the Law No. 12377.
All data on housing, citizens’ income, their social status and support are planned to be combined into a single information and analytical system, which will avoid duplications and inaccuracies.
“If a person has already received a home or owns it, he will not be able to take a queue. The exception is the military. At the same time, internally displaced persons and large families who have not previously been in line will have this opportunity, ”Shulyak explained.
She added that the information is now sprayed between different registers – Ministry of Veterans, SBU, Ministry of Defense, local self -government bodies – and this complicates the understanding of the real picture of housing.
The main criteria for obtaining social housing will remain social status and level of income. Low -income families and IDPs will be able to rent such housing even for free, while citizens with higher incomes will be able to use other programs, including mortgages.
“It will not be one program like Esosel. A number of financial programs for different categories of population with different conditions are planned. The Government and the World Bank are actively working to make housing more accessible, ”Shuliak emphasized.
She also reported that the government has already concluded agreements with the European Investment Bank on the construction of social housing in ten communities. This is a pilot project, after which there will be an assessment of its effectiveness and the possibility of scaling.
“It is impossible to talk about social rent if there is no appropriate housing stock. The creation of such a fund begins in parallel with the development and adoption of legislation, ”Shulyak summed up.
