The Pisochinsky territorial community of Kharkiv region became one of the first in Ukraine to develop and began to implement a plan of spatial development.
This document, obligatory for all communities from January 1, 2025, was created in accordance with the new legislation. This was reported by the head of the Servant of the People and the Chairman of the Verkhovna Rada Committee on Local Self -Government Elena Shuliak.
She stressed that this case could be an example for other communities that are just beginning to work on their plans.
Despite the complex location of the community in the front area, the Sand community faces numerous challenges and simultaneously introduces ambitious projects. With the beginning of the war, the population of the community has increased by almost 50% due to displaced persons.
According to Shuliak, the integration of internally displaced persons (IDPs) is one of the key tasks for local governments. She also noted that Sand experience could help other communities in housing stock and cooperation with international partners.
Oleg Chernobay, the head of the Sand community, emphasized that the creation of a comprehensive plan of spatial development was a long and difficult process. However, its implementation will significantly improve the economic performance of the community.
In particular, the plan envisages the creation of 15,000 new jobs and an increase in the population by 65 thousand people. This will be an important step for the integration of displaced persons and the development of the local economy.
One of the key areas of development is logistics and industrial infrastructure. Two international roads are passing through the community, which creates considerable potential for investment.
The plans include the construction of a new transport highway outside the settlements for unloading existing roads. It also provides for the allocation of more than 100 hectares of land under logistics infrastructure and the same amount – under industrial objects.
A separate ambitious goal is the restoration of the destroyed aeroclub and the creation of modern cargo-aeroport in its place. An industrial park for industry and logistics development is planned to be equipped near the airport.
Chernobay noted that all these projects are synchronized and already taken into account in the cartographic materials of the plan.
We will remind, earlier Shuliak reported that because of the war and course on gender equality, women’s directors in Ukraine are increasingly becoming women. Now they head every third Ukrainian business. However, to equality is still far.
Also, according to her, Ukrainian displaced persons who have lost their housing through the war are actively using the State Program “Equation”.
