It is noted that since the beginning of the occupation, Russian passports have been required for access to medical care and official employment. Also, since January 2024, a register of Ukrainians who have not received Russian passports has been operating in the occupied territories. The authorities of Ukraine call on citizens to record cases of persecution, stressing that such actions by the Kremlin should be punished after the deoccupation.
These measures were the result of a decree of the President of Russia, signed in March 2024, which obliges Ukrainians residing in Russia to legalize their stay by September 10. In case of violation of these requirements, they are threatened with serious consequences.
