The Russian army has destroyed all thermal power plants in Ukraine and almost all hydroelectric plants, which could cause a lack of heating for millions of Ukrainians next winter. This was stated by the President of Ukraine Volodymyr Zelenskyi during the general debate of the UN General Assembly on Wednesday, September 25.
“As of today, Russia has destroyed all our thermal power plants and a significant part of hydroelectric power. Yes [російський диктатор Володимир] Putin prepares for winter, hoping that millions of Ukrainians will suffer in the dark and cold, [щоб] make Ukraine suffer and surrender. Just imagine that 80% of the energy system is destroyed in your country – whatever life it is,” the president emphasized.
According to him, “this is exactly what Putin wants.”
“He wants to leave children, women, and the elderly without heat in winter and cause the suffering of ordinary people,” the president said.

According to the Ministry of Energy, from October 2022 to September 2024, Ukrainian energy infrastructure facilities were subjected to 1,024 Russian attacks.
On August 29, the then chairman of the NEC board Ukrenergo Volodymyr Kudrytskyi said that an apocalyptic scenario such as a blackout in winter will not be used. From the point of view of the Ukrenergo transport network, Ukraine is much better prepared for the winter of 2024-2025 than it was in 2022-2023.
At the same time, Prime Minister of Ukraine Denys Shmyhal said on September 10 that the coming winter could be the hardest.
In September, Politico wrote that winter could also be a turning point for Ukraine in the energy war, as key substations supplying Ukrainian nuclear power plants are under Russia’s sights.
