The Ministry of Community Development and Territories of Ukraine has made a memorandum on cooperation and mutual understanding with the concessionaire of the Olvia seaport in the Nikolaev area with the intention of restoring its work.

“The Ministry of Community and Territories of Ukraine, Kutterminalz Olbia LLC and Qatar company Qterminals have signed a memorandum on cooperation and understanding. It refers to the restoration of the concession project in the specialized seaport “Olvia” in the Nikolaev area “, – the message reads.
The ministry reminded that the port was transferred to the Office of Kutterminalz Olbia LLC (created by the Qatar company Qterminals) for 35 years on August 20, 2020. According to the conditions of concession, “Kutterminalz Olbia” should invest in the development of the port and the city of Nikolaev, keep jobs for port workers and pay money to the state for use of the port. The project is currently suspended because of a full -scale invasion of Russia.
With the entry into force of the Law of Ukraine “On Public-Private Partnership” in October 2025 it will be possible to change the terms of the concession agreement through force majeure. Thanks to this, the parties will be able to temporarily suspend the concession, change financial conditions, resolve social issues related to employees of the enterprise, if necessary.
It should be reminded that the Romanian State Administration of the Seaports Administration of Constanta, which manages all Romanian ports in the Black Sea, is interested in the purchase of Danube Logistics – Operator and Tenant of the International Port Dzhurgulestya, which was decided to sell the European Bank for Reconstruction and Development (EBRR).
