The property of the Odesa Zoo was seized as part of criminal proceedings due to embezzlement of funds during the construction of the boiler house. At the same time, the institution’s administration claims pressure from animal rights activists.

According to the decision of the Primorsky District Court of Odesa, it was established that on November 20, 2025, the zoo entered into a contract for the replacement of boiler equipment and paid UAH 4,701,245 for the overhaul of the heating system of Energorezhim LLC, but the contractor included in the documents inaccurate information about the cost of the construction work performed, expenses and reflected work that was not actually performed. On January 6, a criminal case was initiated in this regard.
The prosecutor’s office appealed to the court with a request to seize the property of the Odesa Zoo (non-residential buildings and structures), justifying its request by the fact that this is the place of construction works, which are directly related to the subject of the pre-trial investigation, and there may be traces of a criminal offense.
The judge granted the request of the prosecutor and seized the non-residential buildings and structures of the Odesa Zoo, in which the major repair of the heating system and the replacement of the boiler were carried out, and also prohibited any construction, restoration, repair or other works that could lead to a change in the condition of the specified property or the destruction of traces of a criminal offense.
At the same time, the NGO “Unbreakable Position” reported that a criminal proceeding was registered under Part 4 of Art. 191 of the Criminal Code of Ukraine.
For its part, the zoo administration claims pressure “from persons who call themselves animal defenders.” According to the information of the administration, for a long time, these persons have been massively submitting appeals, complaints and statements to law enforcement, state and control bodies, as well as demanding the transfer of animals to other zoos or the actual termination of the institution’s activities.
