The law enforcement officers announced suspicion against nine officials of the Odesa City Council and the utility company due to official negligence, which caused the death of people during the large-scale flood on September 30.

Among the suspects are the former mayor of Odesa, Gennadiy Trukhanov, two of his deputies, representatives of city council departments, and managers of the utility company.
On September 3, due to heavy rains in Odesa, the streets turned into raging streams of water, causing a flood. The drainage system was not ready for the elements, as a result of which nine people died, including a family with a child who lived in the basement of the house.
Law enforcement officers note that the water quickly reached a critical level and left no chance for people to escape.
According to the investigation, the storm sewers of Odessa have not been properly maintained for years. During the investigation, more than 25 searches were conducted in the city council, communal enterprises and at the place of residence of officials. Documents, equipment, drafts and telephones were seized.
On the basis of the collected evidence, the nine persons involved were notified of suspicion under Part 3 of Art. 367 of the Criminal Code of Ukraine — “official negligence that caused the death of a person.” The issue of selecting a preventive measure is being resolved.
