The SBU together with the NABU exposed a current People’s Deputy of Ukraine for large-scale manipulations with the land and property of the National Academy of Agrarian Sciences, causing losses to the state of more than 30 million hryvnias.

As the law enforcement officers established, the parliamentarian, who was detained in August 2023 for a bribe for “resolving land issues”, organized a scheme for the appropriation of state farmland and agricultural products.
According to the case file, during the years 2021–2023, the person involved used the lands under the control of the National Academy of Sciences for the cultivation of cereals and their illegal wholesale sales through a network of affiliated companies. The total volume of sold products exceeded 2.5 thousand tons.
The People’s Deputy involved a deputy of the Kyiv Regional Council, two heads of state-owned enterprises of the National Academy of Agrarian Sciences, and a trusted person in the process. In order to hide the crime, the participants of the scheme understated the real volumes of the crop in the accompanying documents.
The People’s Deputy and four of his accomplices were informed of suspicion under Part 5 of Art. 191 of the Criminal Code of Ukraine — appropriation and embezzlement of property in particularly large amounts committed by an organized group.
Currently, the issue of choosing preventive measures is being resolved. The suspects face up to 12 years in prison with confiscation of property.
Rostislav Shurma was suspected in the case of embezzlement of UAH 141 million.
