At the meeting, the parliament made a decision to work on draft law No. 8310 on introducing changes to improve the regulation of information support for elections and the implementation of pre-election campaigning. This draft law was approved by the Council, but according to experts, it needs amendments due to changes in the regulation of political advertising in the EU. In particular, the deputies will only work on considering the organization of campaigning processes and information policy in the post-war elections. After all, according to the parliament, it is impossible to hold elections under martial law.
It is known that the parliament is also working on the articles prepared by the Central Election Commission (CEC). In addition, during the meeting, the deputies agreed on work on the Electoral Code, in particular its seventh and eighth sections.
According to experts, Ukrainians are mostly informed during the war through the Telegram social platform. The problem is that Telegram channels and the social network itself are not controlled by legislation. And most channels are anonymous, so there is no control of political campaigning in this area.
In addition, control of this issue by the National Council for Television and Radio Broadcasting is impossible due to legal restrictions, because the channels do not meet the status of media.
We will remind that on January 3, 2026, the head of the “Servant of the People” faction, David Arakhamia, announced the creation of a special working group, which should complete the preparation of the draft law on holding elections and the All-Ukrainian referendum by the end of February.
Former speaker of the Verkhovna Rada, Ruslan Stefanchuk signed order on the creation of a working group that will prepare a draft law on holding elections under martial law. The document will have a one-time use.
In Ukraine so far there is no technical or legislative possibility to vote in the presidential elections through the “Action” application. The idea is discussed only publicly, and no concrete steps are taken to implement it. Mykhailo Fedorov explained that changes in the laws and decisions of the Central Election Commission are needed first.
