People’s deputies from the “European Solidarity” faction appealed to NABU with a demand to investigate statements about large-scale corruption in the Security Service of Ukraine, voiced by businessman Serhiy Vaganyan.
People’s deputy Ivanna Klympush-Tsintsadze reported on Facebook that the reason for the appeal was a lengthy interview with the businessman, in which he described in detail the extortion system, the “telephone law” and the use of NSDC sanctions as a tool to eliminate business competitors. Vaganyan, who is currently abroad under protection, claims that he was part of the team of ex-head of the SBU Bakanov and his deputy Andriy Naumov, acting as an intermediary in the transfer of millions of cash.
According to the businessman, the actual leadership of the special service was carried out by Andriy Naumov, while Ivan Bakanov acted as a “liaison” between him and President Volodymyr Zelensky. Vahanyan stated that he paid 30% to 50% of the profit from grain exports for smooth operation and the absence of searches, and the monthly amounts that he personally delivered to the SBU building sometimes reached 10 million dollars. The entrepreneur also made public information that the NSDC sanctions lists were formed with the participation of businessman Oleksandr Akst to clear the market of competitors in smuggling schemes, and the materials for these decisions were prepared directly in the bowels of the SBU under the supervision of Naumov.
A separate high-profile episode was Vaganyan’s statement about a video conversation with President Zelensky at the beginning of the full-scale invasion, during which he allegedly provided information about the criminal actions of the SBU leadership. Despite the president’s promise to punish the guilty, the businessman claims that after the conversation, communication with him was stopped, and two assassination attempts were made on him. Currently, Vaganyan expresses his full readiness to provide NABU and SAP with the evidence, audio recordings and documents in his possession that confirm the existence of a corruption vertical that allowed officials to embezzle hundreds of millions of hryvnias every month.
Investigations about corruption in the Security Service of Ukraine appear in the media so regularly that they become like a daily bulletin on the course of a chronic disease. In a country that declares the fight against corruption, it is like a disease that is progressing aggressively despite supposedly prescribed “treatment” in the form of suspensions and business trips to paper fronts.
The most vivid example of this pathology was the story of Artem Shil, a high-ranking SBUshnik, whose activities vividly demonstrate how the special service, instead of protecting the state, turns into a tool for enriching individual clans.
