From January 1, 2026, an experimental project will start in Ukraine, according to which people with disabilities as a result of the war will be able to receive compensation of up to 70 thousand hryvnias for the conversion of a car. The project is coordinated by the Ministry of Veterans Affairs of Ukraine, and payments will be made once, taking into account the actual costs, according to Resolution No. 1442 of November 7, 2025.
The Cabinet of Ministers adopted Resolution No. 1442 dated November 7, 2025, which determines the procedure for implementing an experimental project to pay compensation for the conversion of cars for people with disabilities as a result of the war. It is important that compensation can be assigned even for cars converted earlier, if they are officially registered or re-registered no earlier than January 1, 2026.
“Compensation will be provided within the limits of actually incurred and documented expenses, but not more than 70 thousand hryvnias. People with war-related disabilities who own a passenger car and are medically qualified to drive a vehicle with special or manual controls are eligible for payment,” the government said.
The maximum number of recipients in 2026 and 2027 is limited to 1,000 people per year, which emphasizes the experimental nature of the program. In order to receive compensation, it is necessary to apply to the structural unit for veteran policy issues of the city council at the place of residence. The application can be submitted both on paper and electronically.
Car conversion must meet the safety standards approved by Cabinet Resolution No. 607 of July 21, 2010, and be registered at service centers of the Ministry of Internal Affairs. This guarantees the legality of car operation and the safety of the driver and passengers.
The project is designed to increase the mobility of people with disabilities, their independence and social integration, as well as to create new opportunities for employment and participation in public life.
