Citizens who have received the summons are obliged to appear in the territorial center of acquisition and social support (TCC and JV). In case of failure, both administrative and criminal liability are provided. We tell you what are the penalties in the Labor Code in Ukraine, when criminal liability comes, and what threatens to ignore the summons.
What is the shopping center and what summons can be obtained?
The TCC is an updated structure that was previously known as a military enlistment office. Today, the Tax Code is not only conscript to the army, but also with the accounting of the military, clarification of data, medical examination, etc.
There are several types of summons:

To clarify data;

On the passage of the VLK (Military Medical Commission);

Fighting summons – for arrival in the military unit.
Each type obliges a person to appear at the specified time and place.
Administrative penalties for failure to appear before the shopping center
In 2024–2025, according to the amendments to the Code of Administrative Offenses (Code of Administrative Offenses), penalties for non -appearance increased.
The main sizes of penalties:
Failure to refine data or VLK:
in peacetime: from ₴ 3 400 to ₴ 5 100;
in martial law: from ₴ 17,000 to ₴ 25 500 (Article 210-1 of the Code of Administrative Offenses).
Failure to appear on the mobilization summons:
In wartime: also ₴ 17,000–25 500.
If the person does not appear again during the year, the maximum fine of ₴ 25,500 is applied, or the case may be transferred to law enforcement agencies.
Criminal liability: When does it come?
Evidence from mobilization in martial law is not just a fine. Under Art. 336 of the Criminal Code of Ukraine: evasion of conscription during mobilization is punishable by imprisonment from 3 to 5 years.
When it applies to you?

If you have received a battle summary;

Passed the VLK and recognized as suitable for service;

And after that they did not knowingly appeared without good reason.
That is, administrative liability precedes criminal. But if you avoid mobilization consciously, you run the risk of falling under a criminal article.
What are the valid reasons for the failure to appear to the shopping center?
Among the reasons that may be recognized as valid:

hospitalization or serious illness;

stay abroad (if confirmed);
-
the death of a close relative on the day of turnout;

force majeure (natural disasters, road accidents, etc.).
All reasons should be documented.
How to challenge a fine or call to the CCC?
In case of false call or illegal imposition of a fine:

Contact a written request to the shopping center;

file a complaint in court;

If necessary – use legal assistance.
In 2025, failure to appear before the CCC without valid reasons in wartime can cost a citizen from ₴ 17,000 to ₴ 25,500, and in some cases – freedom for 3-5 years. It is important not to ignore the summons, to clarify the data and to respond on time to calls. Failure to fulfill these responsibilities is of serious consequences for both the citizen and the defense capability of the state.
