On June 12, 2025, the Supreme Anti -Corruption Court approved an agreement on the recognition of guilt with seven persons that were part of a criminal organization that controlled the activities of the Odessa City Council for a long time and received profits from local business.
This organization is considered one of the largest criminal structures exposed in Ukraine. Investigation and termination of its activity was the result of hard work of detectives and prosecutors who carried out investigative actions for a long time.
Among the persons are the former high -ranking officials of the Odessa City Council, who organized the systematic receipt of bribes and lobbied the necessary solutions. One of the main charges is the illegal seizure of the Odessa International Airport in 2011, the value of which exceeded UAH 118 million.
Within the agreement, the defendants pledged to compensate for the losses to the city council: to pay UAH 150 million, to return more than 2.4 thousand units of property and to retain the community’s share in the airport. They were also punished – imprisonment for a term of 7 to 8 years and penalties for more than 400 million UAH. However, in view of the revealed evidence, the convicted persons received the exam. According to some episodes, persons are exempted from punishment due to the expiration of the limitation period.
For the first time in history, the court imposed the maximum fine allowed by law – UAH 204 million. Another accused will pay UAH 102 million and two others will pay more than UAH 30 million each. In addition, more than 6 million UAH, $ 582 thousand, 6 thousand euros and six expensive real estate objects were confiscated in the state, including an apartment in the center of Odessa with an area of 700 square meters. m. Another $ 20,000 was transferred through special confiscation.
The convicts also have already transferred UAH 20 million and are obliged to pay another UAH 106 million in support of the Armed Forces of Ukraine.
In general, under the terms of the approved agreement to the budget of the state and the city of Odessa should receive funds and property for more than UAH 1 billion. This is a record amount in the history of application of guilty agreements in Ukraine. The case demonstrates the effectiveness of anti -corruption legislation and the ability of the state to hold organized crime without prolonged lawsuits that could end with the avoidance of punishment through formal terms.
