The government adopted a resolution on the state system of online gambling monitoring. It will allow the state to monitor the operation of the legal gambling business in real time.

The government has taken the last step towards the launch of the State System of Online Gambling Monitoring, the Ministry of Statistics reports.
“The Cabinet of Ministers adopted the resolution necessary for the launch of the State Online Monitoring System. For the first time, the state will see how the legal gambling business works in real time. This is an important step towards a transparent gambling market in Ukraine,” the message states.
The system will be launched gradually. The first stage of DSOM will fix rates and payouts, refunds and replenishment of the player’s balance.
“This will allow the state to see the operational activities of the gambling business and, accordingly, to understand how many taxes must be paid. Now the state is introducing this stage into the work,” the ministry said.
“Without high-quality, verified and regular data, neither effective regulation, nor forecasting of budget revenues, nor evaluation of responsible gaming policies is possible. That is why we are moving to a data-driven approach, where decisions are made not intuitively and not “by hand”, but based on the real picture of the market,” emphasized Natalya Denikeyeva, Deputy Minister of Digital Transformation of Ukraine.
Licensed organizers will have six months to join the system. Already from the summer of 2026, the state will receive a full-fledged tool for further regulation of the gambling sphere and fight against shadow business.
Development of the second stage of DSOM is planned for this year. The second stage will expand the functionality of the System: accounting of game results, control of the operation of gaming machines, compliance with the principles of responsible gaming, and accounting of operations with game substitutes for the hryvnia.
“DSOM is an extremely complex IT product that must collect and process millions of data in real time, be protected from cyber-attacks and provide transparency for the market. Its phased implementation makes it possible to start collecting and processing information from the market as quickly as possible,” commented Gennadiy Novikov, head of PlayCity.
Such digital systems are already operating in a number of European countries, in particular in Germany and Romania. Ukraine implements this approach as a basis for transparent and effective regulation of the field of gambling, the message states.
