As of July 25, 2025, the Center for Assessment of the Functional Status of Human considered 1989 cases of officials who were established disability in the framework of a comprehensive verification of decisions of medical and social expert commissions (MSEC).
In 795 cases, the MSEC decision was declared unfounded and canceled, the Ministry of Health reports.
The verification covers all regions of Ukraine and is part of the systemic reform aimed at preventing abuse and restoring confidence in the disability process.
In total, 2630 cases were involved in the audit of more than 70 state bodies. In addition to the canceled decisions, in 400 cases new ones have been made – in 307 cases the disability group has been changed, and in 93 it is established. At the beginning of July, the number of decisions canceled was 445.
The most cases are the State Customs Service (810 cases), the State Tax Service (518) and the prosecutor’s office (448). Most have already been considered, some of the decisions are canceled or modified, and some persons are summoned for additional examination.
From January 1, 2025, a new system of evaluation of daily functioning (OPFO), based on transparent criteria and digital processes, has been operating in Ukraine instead of MSEC. The decisions are made by multidisciplinary expert teams, and all data are stored in the electronic system.
To date, more than 325 thousand cases have been introduced to the system, of which 254 thousand have already been considered. The process involves 1388 expert teams, which include more than 7,000 specialists.
The Supreme Anti -Corruption Court continued its detention of the former head of Khmelnytsky MSEC Tatiana Group. At the same time, the court twice reduced the collateral from UAH 112 million to UAH 56 million.
