As the investigation has established, the scheme is involved in the officials of the Odessa City Council and local entrepreneurs. The criminal mechanism was that the participants of the equipment concluded contracts at inflated prices, and the obtained “difference” was distributed among themselves.
According to the findings of independent expert examinations, more than UAH 2.1 million from UAH 4.8 million was appropriated, which the Odesa City Council allocated for the erection of 88 monuments.
