Works worth almost UAH 80 million will be carried out by PJSC Repair and Construction District Odesgolovpostach, NGL.media reports.
Analysis of the restoration estimate showed that the cost of some consumables is sometimes tenfold overstated, and the estimated overpayment exceeds UAH 5 million. “Odesholovpostach” turned out to be the only participant in open tenders announced by the capital construction department of the city council, and a contract was concluded with it.
The controlling stake in the company belongs to Odesa businessman Oleksandr Fridman. As noted by local journalists, “Odesholovpostach” is one of the main contractors of the Odesa City Council, which has been paid more than a billion hryvnias over the past 10 years.
In December 2025, the local police started a pre-trial investigation against the company due to the overestimation of the cost of another project, discovered by analysts of the NGO “Center for Public Monitoring and Research”. NGL.media emphasizes that the contract was concluded at a dynamic price, so the city council can theoretically reduce costs when accepting intermediate acts of completed works.
