Obolon will receive a contract for more than 650 million for water supply for the Armed Forces without competition

Obolon PJSC on May 13 became the sole participant of the tender announced by the State Technical Operator of the Ministry of Defense, and won a state order for the supply of bottled water for the Armed Forces in the second half of 2025. The total amount of the contract will be UAH 652.74 million.

About it reports the publication “Our money” with reference to the electronic procurement system “Prozorro”.

The conditions of the tender provided for the purchase of water in 1.5 liter bottles at the price of 4 UAH/l. Obolon reduced the initial cost by only 0.5%, which was made possible due to the complete lack of competitors. For comparison, during the previous tender for the first half of this year, separate lots were declared by Aqua-Eco and Artes-Akva factory, which was why the price was reduced to an average of 3.8 UAH/l.

According to journalists, competition for the contracts of the Dota in general remains sluggish – most purchases are involved only 1-2 companies. Only one tender has collected four participants in recent years. In cases of competition, the water price decreased by 5-13%. The lowest fixed figure is 2.9 UAH/l, the highest – 4.1 UAH/l.

In 2024, the market tried to master several players: “Aquari”, “Aqua-Eco”, “Alcoholic and non-alcoholic plant of the Dnieper”, “Economy”, “Aqua Artes Factory”, “Aquaplast”, “Novomoskovsk Plant of Mineral Water”, “UTA Company”. However, only the last three managed to enter into contracts, and then – only once. The main array of transactions remained in Obolon, whose share in the water supply market for the Ministry of Defense was 93%.

Despite the long cooperation, Obolon expressed a number of comments on the project of the agreement when agreeing the terms of the new treaty. In particular, the company did not arrange too rigid penalties – in the project of the contract it was about recovery of 100% of the value of the goods in case of delay of delivery more than 7 days. Obolon representatives emphasized that water delivery in martial law, especially in frontline areas, is accompanied by objective logistics difficulties. As a result, the term was extended up to 14 days – as in the previous contract.

Another controversial norm was to supply in less than one day. The company demanded it to cancel, but the customer agreed only to the softening of the wording – the delivery period was reduced to 3 days.

As a result, the 2025 contract provides a slightly modified, but generally similar to the previous system of sanctions. Experts believe that low level of competition in the water supply market for the military remains a key factor that allows to keep high prices for products despite the increase in orders.

The DBR exposed the scheme of illegal distribution of lands of the National Academy of Agrarian Sciences in Odesa region. It was registered by the officials of the State Geocadastre.

Earlier, the SBU reported the suspicion of a loud case about the theft of land by the management of the State Geocadastre.
