The Signal messenger popular among Ukrainian servicemen has stopped responding to Ukrainian law enforcement inquiries against political changes in the United States.
This was stated by Sergey Demedyuk, Deputy Chairman of the National Security and Defense Council (NSDC) at the Kyiv International Cyber Resilience Forum 2025.
“While political changes are taking place in the United States, Signal has stopped responding to law enforcement. Earlier, the messenger reacted to similar appeals, ”Demedyuk said.
The NSDC Deputy Chairman reported that there was a separate channel for communication with Ukrainian law enforcement officers. Demidyuk also suggested that the lack of communication by the messenger administration could be temporary.
“Earlier, Telegram was the only messenger who did not respond to law enforcement. Signal joined him now, ”Demedyuk added.
He explained that the most common law enforcement officers contact the messengers through phishing and financial fraud.
“After Durov’s detention in France, the situation with Telegram has improved – they provided the instrument through which law enforcement officers could communicate with the messenger administration,” Demedyuk said.
The Signal messenger has released an application update to help protect its users from phishing campaigns similar to the one in which the Russians attacked the Ukrainian military.
In France, ministers were banned from using Telegram, WhatsApp and Signal messengers.
The FSB has learned to track users’ correspondence on Telegram, Signal and WhatsApp in the Russian Federation and on the equipment to which the state has access.
