The work of the parliament

The Verkhovna Rada worked fruitfully on September 17. Among the done:

  • Adopted as a basis draft law No. 12023 on changes to the procedure for military service under a contract for foreigners and stateless persons. 278 deputies voted for this decision. The law provides for conducting special checks of foreigners at the Center for Recruiting Citizens of Other Countries.
  • On the second attempt, the Rada supported draft law No. 11416d in the first reading, which increases taxes by UAH 58 billion this year and by UAH 137 billion next year.
  • In general, draft law No. 6490d on customs reform was approved. “This is a beacon for the IMF, the World Bank and the USA. And all business associations. And the public. But the most important thing is that it is the best thing that could be done on our part to increase revenues to the Budget,” commented People’s Deputy Yaroslav Zhelezniak.
  • The Council adopted as a basis the new law No. 11520 on public procurement, which will replace the currently existing one.

News of Ukraine

On September 17, a bilateral Ukraine-EU session on the screening of the compliance of our country’s legislation with the law of the European Union started in Brussels. In fact, these are already negotiations on the admission of our country to the EU. The three-day meeting of the European Commission and Ukraine will be devoted to the negotiation Chapter 23 “Judicial power and fundamental rights”. In particular, the judiciary, anti-corruption policy and fundamental rights will be considered.

The State Property Fund is preparing for the privatization of the State-Owned State Enterprise “Drohobytskyi Salt Boiling Plant” – the oldest enterprise in Ukraine that continues to boil salt using authentic technology. FSMU emphasizes that due to the war in the country, it is now the only producer of edible salt. Today, this enterprise is not just an industry, but also a place that develops tourism in the region.

The national carrier “Ukrzaliznytsia” resumed the flight “Prague – Przemyśl – Prague” with a detour route, since the main one remains in the flood area. Other trains from Austria, the Czech Republic and Poland will run with schedule changes due to the elements. It was also calculated that terrorist Russia struck 46 times against the objects of the railway infrastructure of Ukraine in August. One railway worker was killed while performing his duties, and three others were injured. The enemy aimed both at the power railway infrastructure and at stations and rolling stock. The objects located in the front-line zone in Donetsk region, Kharkiv region and in the south of the country are subjected to the most shelling.

Mykhailo Podolyak, adviser to the head of the President’s Office, disclosed the details of the plan to end the war in Ukraine. He assured that at the moment there is no plan that would include freezing the conflict, cease fire or transfer some territories to Russia.

A clearly dominant position: no freezing of the conflict, because it will not lead to the end of the war as such, but will only lead to Russia getting the opportunity to accumulate additional resources and continue the third stage of more massive killings of the civilian population in Ukraine. Therefore, of course, there are no concepts of ceding territories, there are no concepts of freezing the conflict.

Advisor to the head of the President’s Office

On the night of September 17, near the Engels Air Base in the Saratov Region, Russians heard explosions that were probably caused by an attack by Ukrainian drones. According to Defense Express, this base could host Tu-95MS and Tu-160 strategic bombers. Satellite images taken on September 15 showed the presence of four Tu-95MS and two Tu-160 bombers at the airfield, as well as silhouettes of aircraft, including the An-12. At the time of the explosions, strategic aviation probably remained at the base.

Meanwhile, Ukraine experienced another night of massive air attack by Russian drones. Radio engineering forces of the Air Force detected and escorted 51 strike aircraft from the directions: Kursk, Primorsko-Akhtarsk – Russian Federation, Cape Chauda – Crimea. Aviation, anti-aircraft missile troops, mobile fire groups and units of the Reb of the Air Force and the Defense Forces of Ukraine shot down 34 attack UAVs. 12 UAVs were lost in location in several regions of Ukraine thanks to the operation of electronic warfare equipment.

In Ukraine, on September 17, the professional holiday of rescuers was celebrated. On this day, the Russian invaders struck a village in the Pokrovsky district of Donetsk region with artillery and aerial bombs. One rescuer died as a result of the attack.

Firefighter Artem Repin, chief master sergeant of the civil defense service, died. He worked as the commander of department 83 of the state fire-rescue unit of the 9th state fire-rescue unit. The firefighter was immediately taken to the hospital, but despite all the efforts of the medics, Artem could not be saved.

On September 17, Russian occupation forces attacked Kharkiv with guided aerial bombs, one of which fell near a shopping center. The shelling was recorded in a forest strip near the shopping center, as a result of which four rescuers were injured during the elimination of the fire. Three workers are in serious condition. In total, six people were injured as a result of airstrikes in the Kyiv district of the city.

The Russian occupiers again attacked the energy infrastructure of Sumy with missiles, striking four times. Points of invincibility were deployed in the city, residents were urged to stock up on water, as the water supply will be cut off in the evening due to the difficult situation in the energy sector. Before that, Sumy region was attacked by dozens of unmanned aerial vehicles of the Shahed type. The drones were launched in the direction of the Konotop and Sumy districts, the enemy failed to achieve its goal of destroying the energy system of the region.

Early in the morning of September 17, the Russian occupation army tried to attack Kherson with a drone. As a result of the fall of the UAV debris, two people were injured. The premises of the garage cooperative in the Central district of Kherson were damaged by debris from the downed drone.

A powerful flood continues in Europe. The large water on the Danube moves downstream and has reached the territory of Hungary. In the area of ​​the city of Rajka, which is on the border with Slovakia near Bratislava, the water level in the Danube rose by 2 meters in just one day. The rise in the water level is recorded at all observation stations, the maximum indicators reach 7.8 meters. In Austria, the number of people killed due to floods has increased to four.

The Parliament of Georgia passed a package of laws on “family values ​​and protection of minors”, which is directed against the “LGBT community” and caused criticism from the European Union and the Council of Europe. The package consists of 19 draft laws, including the main law “On Family Values ​​and Protection of Minors”, as well as derivative amendments to legislation such as the Civil Code, Labor Code and Education Law.

The President of Kazakhstan, Kassym-Jomart Tokayev, stated the need to first make a decision to end hostilities in Ukraine, and then to “discuss territorial issues”, at the same time supporting the peace initiatives of China and Brazil.

The opportunity to achieve peace still exists. It is necessary to carefully consider all peace initiatives of various states and come to a decision to stop hostilities, and then proceed to the discussion of territorial issues.
