New School Year: What will change in schools since September 1 2025

The new 2025-2026 academic year will begin with significant updates in the educational process. The new 2025-2026 academic year will begin with significant updates in the educational process. However, unlike previous years, all these changes were planned and prepared long before the new academic year.

No cardinal changes will not take place in the organization of the educational process on September 1, said Minister of Education and Science Oksen Lisovy during the August Conference “Education for the Medicial World”, answering the question of the New Ukrainian School media.

“Let’s start the school year quietly in the planned mode,” the minister promised.

Distance learning

In July 2025, the Ministry of Education and Science abolished Order No. 1112 (August 7, 2024) and some provisions of Order No. 1115 (September 8, 2020), which regulated the organization of distance education in Ukrainian schools. The corresponding changes have already been registered by the Ministry of Justice.

The updates are aimed at improving the distance education system in war conditions, as well as supporting students from the frontline areas, temporarily occupied regions and students who are abroad.

Increasing offline training and securing security conditions remains a government priority. For children in temporarily occupied territories and have restricted access to the Internet, the Ministry of Education and Science has already introduced a new model of education – pedagogical patronage.

In order for the child to be able to participate in this form, you need to apply to any school that provides patronage services. The list of schools is on the MES website.

Small -scale schools

From September 1, 2025, general education institutions (except for elementary schools, special and educational and rehabilitation centers), where less than 45 students study, will no longer receive funding from the state budget through an educational subsidy. From September 1, 2026, this norm will spread to schools with fewer students, namely less than 60 people.

This Regulation was approved by the Government in March 2024 – as part of the amendments to the Procedure for granting an educational subsidy established by the Cabinet of Ministers Resolution No. 6 of 14.01.2015. The MES’s explanatory letter dated June 4, 2025 stated that local councils had sufficient time to optimize the school network. At the same time, it is the local governments that make a decision on the number of schools in the community. Schools with less than 45 students will be able to continue their work only at the expense of local budgets or other permitted sources of financing.

High school reform

From September 1, 2025, piloting of high school reform begins in Ukraine, which provides a new model of profile training in 30 pilot lyceums. The next stage of the pilot project is scheduled for 2026-2027-another 100-150 lyceums will be involved in the experiment.

The 2027-2028 academic year is planned to start reform throughout Ukraine.

The reform of high school is part of the Great Reform “New Ukrainian School”, which has been implemented since 2018. Its main goal is to give high school students (grades 10-12) the opportunity to choose a field of education and to study in -depth subjects that correspond to their future profession or interests.

Lyceums and profile secondary education

On March 18, 2025, the Project of Law No. 13120 “On Amendments to the Law of Ukraine“ On Complete General Secondary Education ”on improving the mechanisms of formation of a network of lyceums” was registered in the Verkhovna Rada of Ukraine. The document is aimed at improving the processes of creation and functioning of lyceums in Ukraine.

The Committee on Education, Science and Innovation under the chairmanship of Sergei Babak was identified by the Main Committee for consideration. In parallel, the bill will be elaborated by committees on budget, anti -corruption policy, integration of Ukraine into the EU, local self -government and other relevant committees.

The initiative proposes to significantly update the mechanisms of forming a network of lyceums. In particular, a departure from the model of “general secondary education institutions of I -III degrees” (ie, institutions covering training from 1 to 11 (12) class) is envisaged.

One of the key changes is the prohibition for lyceums to ensure primary education. If the current Law states: “According to the decision of the founder of the Lyceum, the basic secondary education and, as an exception, the acquisition of primary education,” in the bill, in the bill and, as an exception, the acquisition of primary education, were removed. Thus, it is proposed to clearly distinguish elementary school from lyceums.

The founders of educational institutions that provide full secondary education are obliged to bring the constituent documents into compliance with the requirements of this Law by September 1, 2027, taking into account the timing of its entry into force of its specific provisions.

Updating the content of education

“Education for Life” is a new MES strategy that continues the reform of the New Ukrainian School and updates the content of school education. Its main goal is to create a holistic educational space where learning programs, teaching methods and school environment are harmoniously combined, helping children to know themselves and the world around them.

The concepts describe the peculiarities, purpose and structure of each educational field, outlines the actual challenges and ways to overcome them in accordance with the needs of modern Ukrainian society. These documents offer a holistic vision of how to build training from 1 to 12th grade – consistently, logically and taking into account cross -curricular relationships.

After discussing the concepts and taking into account the proposals of the MES, will develop a digital platform for educators. The piloting will affect the natural, artistic and technological educational fields.

New subject and changes in teaching

From September 1, 2025, a new compulsory subject “Entrepreneurship and Financial Literacy” is introduced in Ukrainian schools for students of 8th grades, and from 2026-for 9th grades, with the purpose of developing practical skills in the financial sphere and business thinking. The National Bank of Ukraine (NBU), together with the Ministry of Education and Science, has developed an appropriate textbook and model curriculum for this course.

The program is developed taking into account age characteristics, includes topics for the formation of financial culture, management of personal finances, banking services, taxes, as well as the basics of entrepreneurship and implementation of projects, such as “School Entrepreneurship”.

Teachers of any profile can teach this subject after passing appropriate training.

Also, since September 1, 2025, Ukrainian schools introduce significant changes in teaching the subject “Protection of Ukraine” for students of grades 10-11, which involves an increase in training load to 2 hours a week (earlier 1.5-2 hours) and an updated program that focuses on practical skills and modern aspects of security and defense, including domedic assistance, unmanned systems and combating misinformation.
